I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

DULL (flat = uninteresting), contained in (guarded by) AB (part of the abs = short for abdominal muscles) + AH (ah! = I see! = an expression indicating understanding). King Abdullah II of Jordan, I presume.
