I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

[w] EIGHT (as a verb, as in “weighted average” = increase the importance or influence of something), with the beginning letter cut. The order of the sentence is a little odd but I think that’s what Twin intended it to mean. A rowing-boat crew.
