I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

PA’S + SOUT [h] (heading for/direction of Antarctica shortly). Not sure what ‘heading for’ is doing here cryptically – maybe simply indicating that PA’S comes first, though the surface grammar gives us that already, so presumably it’s just to make the surface read better
