I haven't cracked this one yet — but the brilliant team at Fifteensquared have:
ROUND (throughout, as in “round the clock” perhaps?) + DELAY (arrest = to stop the progress of something), but with only one D (abbreviation for day) where the words meet. I knew this word as meaning a poem with a refrain (probably intended to be sung), but Collins tells me it also means a mediaeval circle-dance.
