I haven't cracked this one yet — but the brilliant team at Times for the Times have:

not sure whether this is a double definition or a cryptic one; anyway, stones are used to make a Roman  mosaic, and Moses carried the tablets down from the mountain, not once, but twice, having smashed the first lot because the Israelites were misbehaving. Moving right along…
