I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

RAIL (scoff = to complain mockingly), contained in ST (abbreviation for street = way) reversed (revolutionary). I’d only come across “rail” as meaning to complain angrily, but Chambers also has the sense of mocking. Dog, as a verb = trail = follow.
