Indian policy located travellers’ organisation outside Indian city (10)

I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

SAT (located) + YHA (Youth Hostels Association – travellers’ organisation) round AGRA (Indian city) – the term coined and developed by Mahatma Gandhi for his practice of nonviolent resistance and civil disobedience I was familiar with the policy but didn’t know the term for it, so really enjoyed piecing it together (AGRA (Indian city) was a helpful start)
