I haven't cracked this one yet — but the brilliant team at Fifteensquared have:
An insertion of R for the final letter of ‘minister’ in (TONGUES)* and a very clever cad. The insertion indicator is ‘crushed by’ and the anagrind is ‘wagging’. The reference is to Nicola STURGEON, ex-leader of the SNP and First Minister of Scotland, whose eventual downfall was certainly hastened by noises off.
