I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

REIN (governance = control, as in “keeping a tight rein on . . .”) reversed (taken up = upwards in a down clue), around C (abbreviation for college). Nice, as in “a nice distiction” = precise or very specific.
