I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

I (one in Roman numerals), inserted into (cutting) GONGS (decorations = medals, especially military ones) + LOW (down = unhappy). A form of industrial action, intentionally delaying work as a protest.
