I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

HEAD (principal, as in head teacher) + sound-alike (reportedly) of BANNED (proscribed). The cord-like band, often made of decorative thread, at the top of the spine of a hardback book (just inside the cover).
