I haven't cracked this one yet — but the brilliant team at Fifteensquared have:
[ec] ZE [ma] removing the two outer letters at each end (outer layers), then an anagram (agitated) of NIPPLE . People sometimes query whether “on” indicates a specific order for two wordplay elements, but it’s easier just to think of it as “next to”. Zeppelin = old airship, though strictly speaking it was a rigid structure containing lots of individual gasbags.
