Ruffle cat's coat, bare at the sides and coarse (8)

I haven't cracked this one yet — but the brilliant team at Times for the Times have:

FUR (cat’s coat), B{ar}E [at the sides], LOW (coarse). Not just restricted to ruffles I think, so this is by example.
