Short note about letter for communicating (4)

I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

A reversal (‘about’) of A-FLA t (note) missing the last letter or ‘short’. Apparently ALFA is the spelling of ‘Alpha’, the phonetic alphabet word for ‘a’, in most European languages.
