I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

S (abbreviation for South) + CEN (abbreviation for Central) + [v] ERY (extremely) without its first letter (top, in a down clue). Flats = theatre term for tall painted panels used as scenery on stage.
