Wheels turn - factory turning out large and small trousers (10)

I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

CAR (wheels) + GO (turn, as in taking turns in a game) + P [l] ANT (factory/plant without L) + S . I have to admit that my first parsing had ‘wheels turn’ as cluing ‘car go’, but of course Filbert would never be such a grammatical barbarian
