I haven't cracked this one yet — but the brilliant team at Times for the Times have:
CHAMBER (Lords, for example), then reversal of (returned) TO + P (power). Where pee-er may sit. If I’ve got the parsing right, we’re missing any indication of the DBE, but I don’t mind.
