I haven't cracked this one yet — but the brilliant team at Fifteensquared have:

I (scientific symbol for electrical current) in H AND C (two taps: abbreviations for hot and cold water taps) + AP (ap. = abbreviation for apparent or apparently, according to Chambers). Handicap, as a verb = to hinder or obstruct.
